The following, which was not taken up on the April 8 calendar (page                                                             
946), was read the third time.                                                                                                  
                                                                                                                                
    HOUSE BILL NO. 137                                                                                                          
    "An Act redesignating the Alaska State Council on the Arts as a                                                             
    public corporation and governmental instrumentality of the state;                                                           
    defining the powers and duties of the Alaska State Council on the                                                           
    Arts; providing exemptions from certain statutes for the Alaska                                                             
    State Council on the Arts; making conforming amendments; and                                                                
    providing for an effective date."                                                                                           
                                                                                                                                
Representative Eastman moved and asked unanimous consent that                                                                   
HB 137 be returned to second reading for the specific purpose of

Representative Drummond objected and withdrew her objection.                                                                    
There being no further objection, HB 137 was before the House in

   * Sec. 17. The uncodified law of the State of Alaska is amended by                                                         
adding a new section to read:                                                                                                   
    APPLICABILITY. (a) AS 44.27.050(5), repealed by sec. 9 of this                                                              
Act, AS 44.27.052(a)(5) and (6), as amended by sec. 10 of this Act,                                                             
AS 44.35.030, as amended by sec. 15 of this Act, and sec. 16 of this                                                            
Act do not apply to the construction of a building or facility if, before                                                       
the effective date of this Act, the Department of Transportation and                                                            
Public Facilities has entered into a contract for all or part of the                                                            
construction of the public building or facility or for the design,                                                              
construction, mounting, or administration of a work of art for the                                                              
public building or facility under AS 35.27.020, repealed by sec. 16 of                                                          
this Act. In this subsection,                                                                                                   
         (1)  "building" or "facility" has the meaning given in                                                                 
AS 35.27.030, repealed by sec. 16 of this Act;                                                                                  
         (2)  "construction" includes planning and design.                                                                      
    (b)  AS 44.27.050(5), repealed by sec. 9 of this Act,                                                                       
AS 44.27.052(a)(5) and (6), as amended by sec. 10 of this Act,                                                                  
AS 44.35.030, as amended by sec. 15 of this Act, and sec. 16 of this                                                            
Act do not apply to the commissioning, purchase, or expenses of a                                                               
work of art under AS 44.27.060(c), repealed by sec. 16 of this Act, for                                                         
a building or facility if, before the effective date of this Act, the                                                           
Alaska State Council on the Arts has entered into a contract for the                                                            
commissioning, purchase, or expenses of the work of art for the                                                                 
building or facility under AS 44.27.060(c), repealed by sec. 16 of this                                                         
Act. In this subsection, "building" or "facility" has the meaning given                                                         
in AS 44.27.060(d), repealed by sec. 16 of this Act."
